About the Project
The Advocacy Training and Resource Center (ATRC), in consortium with BIRN Kosovo and the Jahjaga Foundation, is implementing the three-year project “Labour Rights for All,” funded by the European Union (EU).
The project aims to strengthen the Labour Rights Consortium (LRC) and its members in protecting and promoting workers’ rights, particularly those of women, youth, and other vulnerable groups in the labor market. The project seeks to enhance institutional responses to labor rights violations, promote social dialogue between institutions and trade unions, and increase public awareness of equality, health, and safety at work.
Purpose of the Call
The Jahjaga Foundation invites interested communication, marketing, and public relations (PR) companies to apply for the design and implementation of a nationwide awareness campaign on the theme:
The campaign aims to promote:
- Parental leave and the equal sharing of family responsibilities;
- Family-friendly workplace policies;
- Flexible working hours;
- Inclusion and retention of parents in the labor market;
- Dialogue among institutions, employers, and employees to advance family-friendly workplace policies.
The campaign will target workers, employers, public institutions, the private sector, civil society organizations, and the general public in Kosovo.
The maximum available budget for this contract is EUR 10,500.00 (excluding VAT). Financial offers exceeding this amount will not be considered. All costs related to the implementation of the activities must be included in the financial proposal.
Scope of Work
The selected company will be responsible for the conceptualization, design, production, and promotion of campaign materials, as well as the coordination of communication and visibility activities.
Required Activities and Deliverables
The contracted company will deliver up to 35 communication activities/products as follows:

Contract Duration
The contract duration will be up to 3 months, starting from the date of contract signature.
Required Qualifications
Applicant companies must meet the following criteria:
- Be legally registered in Kosovo;
- Have a minimum of five (5) years of experience in communication, marketing, or public relations;
- Have proven experience in implementing awareness-raising and social campaigns;
- Have experience in video production, graphic design, and digital communication;
- Experience working with NGOs, public institutions, or international organizations will be considered an advantage;
- Have a professional team.

Intellectual Property
All materials produced under this contract, including videos, photographs, graphic designs, promotional materials, social media posts, slogans, reports, and other creative products, will be the exclusive property of the “Labour Rights for All” project and its implementing partners.
The contracted company may not use, transfer, or publish these materials for other purposes without prior written approval from the Jahjaga Foundation.
Conflict of Interest
Applicant companies must submit a Conflict of Interest Declaration, confirming that:
- They have no conflict of interest with ATRC, BIRN Kosovo, or the Jahjaga Foundation;
- They have no financial or family relationships that could influence the selection process;
- They will immediately disclose any potential conflict that may arise during the contract period.
Failure to submit the declaration will result in disqualification from the evaluation process.
Required Application Documents
Interested companies must submit:
- Company profile;
- Business registration certificate;
- Portfolio of similar work and projects;
- Technical proposal;
- Financial proposal (in EUR, excluding VAT);
- CVs of proposed key staff;
- Conflict of Interest Declaration.
Payment Terms
- Payments will be made after the delivery and approval of the products and activities specified in the contract.
- Each payment will be processed only after:
- Delivery of the product or activity;
- Approval by the Jahjaga Foundation;
- Submission of the original invoice by the contracted company.
The Jahjaga Foundation reserves the right to request revisions or additional work before granting final approval of the deliverables.
