About the Project
The Advocacy Training and Resource Center (ATRC), in consortium with BIRN and the Jahjaga Foundation, is implementing a three-year project funded by the European Union. The project focuses on strengthening the Labour Rights Consortium (LRC) and its members, aiming to protect and empower workers, women, and marginalized communities. Its objectives include reinforcing institutional responses to violations of labour rights, promoting social dialogue between trade unions and institutions, and raising public awareness on equality, occupational health and safety.

To achieve these goals, a Legal Expert is sought to provide expertise in analysing and harmonising Kosovo’s legal framework with European Union standards, support the preparation of amendments, and contribute to building the capacities of institutions and media in handling labour rights violation cases.

Terms of Reference
The Legal Expert will work closely with the project team and the Labour Rights Consortium to:

  • Conduct a detailed analysis of existing legislation (Labour Law, health and safety laws, anti-discrimination legislation) and identify gaps compared to the EU acquis.
  • Prepare proposals for legislative amendments and policy recommendations for the Ministry of Finance, Labour and Transfers and other competent institutions.
  • Deliver seven (7) educational training sessions for workers, women, and marginalized communities, aimed at strengthening workers’ voices.
  • Provide legal assistance during the development of manuals, internal regulations, and guidelines for the Labour Rights Consortium.
  • Provide information on labour law, EU best practices for addressing violations of labour rights in various sectors, and best practices for treating workers with dignity.
  • Localities of engagement (7): Prizren, Gjilan, Prishtina, Peja, Mitrovica and Ferizaj.

Candidate Profile
We are seeking a professional passionate about human rights and social equality, who is:

  • Capable of designing and implementing training concepts and programs.
  • Organized, detail-oriented, and possesses strong communication skills.
  • Able to work in multidisciplinary teams and build collaborative bridges with institutions, media, and civil society.

Qualifications and Experience

  • BA degree in Law.
  • Professional experience in legal analysis, policy drafting, or consulting for civil society organizations.
  • Deep knowledge of Kosovo’s legal framework on labour rights and its harmonization with EU acquis.
  • Familiarity with EU best practices on labour rights (Labour Law).
  • Excellent proficiency in the official languages of the Republic of Kosovo.
  • Experience in training and audience engagement.
