About the Project
The Advocacy Training and Resource Center (ATRC), in consortium with BIRN and the Jahjaga Foundation, is implementing a three-year project funded by the European Union. The project focuses on strengthening the Labour Rights Consortium (LRC) and its members, with the aim of protecting and empowering workers, women, and marginalized communities.
The overall objective is to enhance institutional response to labor rights violations, promote social dialogue between trade unions and institutions, and raise public awareness on equality, health, and safety at work.
Terms of Reference (ToR)
The Jahjaga Foundation (JF) is launching a comprehensive 12-month campaign aimed at promoting parental leave, protection from sexual harassment and discrimination, and the provision of childcare support and flexible working hours for single parents.
The campaign will be promoted through social media (Instagram and Facebook), television, posters, and public events. It will target working parents, employers, business leaders, public institutions, and the private sector, with a particular focus on the Agency of Employment and Social Welfare and municipal employment offices.
The purpose of this engagement is to contract a professional communication/PR company to design and implement a comprehensive campaign that will raise awareness, promote fair workplace policies, and encourage inclusion in the labor market.
The contracted company will be responsible for the design, production, and dissemination of 35 campaign activities, including:
Campaign Deliverables
- Short videos for social media and television.
- Posters and visual materials for digital and print use.
- A series of digital posts (posts, reels, hashtags).
- Media engagement (TV shows, interviews, paid promotion).
- High-level opening event with public officials.
- Visibility materials for public activities.
- Support for 7 municipal information sessions (coordination and promotion).
All products must be consistent in messaging, branding, and aligned with the campaign’s objectives.
Expected Deliverables
- Campaign concept, branding, slogan, and hashtag.
- 35 products/actions delivered within 12 months.
- Promotion plan for social media and media outlets.
- Documentation of activities (photos/videos).
- Monthly progress reports to the Foundation.
- Final report on achievements, impact, and lessons learned.
Duration
12 months (October 2025 – September 2026).
Required Qualifications
- Professional experience (proven) in communications and PR campaigns.
- Proven expertise in video production, design, and digital media.
- Previous experience with NGOs or international organizations is an asset.
- Qualified team (project manager, designer, videographer, social media manager).
